Bloomfield Mayor and Council to Consider Rent Leveling Board Ordinance at Upcoming Meeting

 

Oct 24, 2025 - BLOOMFIELD, NJ – During the upcoming Bloomfield Township Council meeting on Monday, October 27, the Mayor and Council will be asked to consider a new ordinance to strengthen and modernize the Township’s Rent Leveling process. The proposed updates are designed to ensure fair housing protections, equitable treatment of tenants and landlords, and the continued preservation of stable rental housing in Bloomfield.

 

The proposed ordinance notes that since the adoption of Bloomfield’s 2016 Rent Control Ordinance, housing conditions and community needs have evolved. Over the past year, the Township has undertaken a detailed review of its rent control ordinance and procedures. This work included engaging an outside attorney with specialized expertise in rent control law to review Bloomfield’s existing ordinance and make recommendations for improvement. The goal is to ensure that the Rent Leveling Board continues to operate efficiently, transparently, and in alignment with current best practices.

 

“Our administration has made it a priority to modernize and strengthen how we support both tenants and landlords,” said Mayor Jenny Mundell. “Our goal is to ensure that Bloomfield’s rent control system continues to protect residents and promote stable, affordable housing. By updating the ordinance, we’re reinforcing our commitment to fairness and transparency for everyone involved.”

 

The new ordinance will promote fairer representation among tenants, landlords, and homeowners while enhancing administrative effectiveness and public confidence in the process. 

 

“We’ve been very intentional about making sure this process reflects the best interests of everyone in our community,” said Councilwoman Sarah Cruz, who serves as Council Liaison to the Rent Leveling Board. “These changes are about improving how the Township supports residents, renters, and landlords alike, by creating a system that’s more balanced, efficient, and easy to navigate.”

 

This ordinance builds on a series of ongoing improvements the Township has made to strengthen the rent leveling process, including implementing new administrative software, transitioning to electronic rent roll submissions from landlords, and expanding public access to forms and information through the Township website. 

 

“We are committed to listening, learning, and continuing to improve how we serve residents,” Mayor Mundell added. “We’re proud of the progress made so far, and remain dedicated to ensuring that our housing systems reflect Bloomfield’s values of fairness, equity, and accountability.”

 

The Township Council will consider the ordinance as part of its combined Conference/Regular meeting scheduled for Monday, October 27, 2025 at 6:30 PM in the Council Chambers at 1 Municipal Plaza.
